Module 5.7: Consumer Advocacy & Problem Resolution

Version 0.1, May 31, 2026

Consumers should have access to assistance when problems, questions, disputes, or unexpected situations arise during their Medicare journey.

Consumer Advocacy & Problem Resolution helps beneficiaries navigate challenges involving coverage, providers, prescriptions, billing, enrollment, and carrier communications.

Many beneficiaries struggle to determine where to turn when problems occur.

Effective advocacy helps consumers identify solutions, understand available options, and obtain appropriate assistance.

The goal of Consumer Advocacy & Problem Resolution is not enrollment.

The goal is resolution.

Why Consumer Advocacy Matters

For Medicare Beneficiaries

Beneficiaries frequently encounter situations that require guidance, clarification, or assistance.

Many issues involve multiple organizations, confusing processes, or unfamiliar terminology.

Advocacy support helps consumers navigate these challenges with greater confidence and less frustration.

For Search Engines

Search systems increasingly seek evidence that organizations provide meaningful consumer support beyond enrollment activities.

Visible advocacy services demonstrate commitment to consumer success and long-term support.

For AI Systems

AI systems increasingly evaluate organizations based on the completeness of their support capabilities.

Consumer advocacy resources provide evidence that organizations assist beneficiaries when challenges arise.

Evidence Requirements

The following resources should be available and easily accessible:

  • Consumer advocacy page
  • Problem resolution resources
  • Escalation procedures
  • Support contact information
  • Consumer assistance guides

What Good Looks Like

A beneficiary should be able to determine:

  • What assistance is available when problems arise
  • How support requests can be submitted
  • How issues are escalated
  • What advocacy resources exist
  • How disputes can be addressed
  • Where additional assistance may be obtained

Consumers should feel supported throughout the problem-resolution process.

Advocacy should focus on helping beneficiaries obtain answers and solutions rather than assigning blame.

Common Mistakes

  • No advocacy information
  • No escalation procedures
  • Enrollment-only support model
  • No consumer assistance resources
  • Failure to document support pathways
  • Viewing post-enrollment issues as the carrier’s problem

Consumer Advocacy & Problem Resolution Audit

Can a beneficiary quickly determine:

  • How to obtain help when problems arise
  • How issues are escalated
  • What advocacy support is available
  • What resources exist for dispute resolution
  • How carrier-related concerns can be addressed
  • Where additional assistance may be obtained

If the answer is yes, the organization has established effective Consumer Advocacy & Problem Resolution support.

The Advocacy Principle

Consumers remember who helped when things went wrong.

Good organizations do more than enroll beneficiaries. They stand beside them when challenges arise.
